Recent presidents have exploited the power of the American presidency more fully than their predecessors - and with greater consequence than the framers of the Constitution ever anticipated. This book, in the tradition of Arthur Schlesinger's great work The Imperial Presidency (1973), explores how American presidents - especially those of the past three decades - have increased the power of the presidency at the expense of democracy.
In fact, the presidency of George W. Bush has provoked a storm of criticism aimed at the alleged emergence of a presidency that is not only imperial but also impervious to external check or influence. This book shows how the unilateral presidency is rooted in White House history and how the institutions of American politics have inadvertently enhanced presidential power in both domestic and foreign policy, to the point that the executive now poses a danger to democracy itself.
Matthew Crenson and Benjamin Ginsberg examine the motives, means, and opportunities that have led to the expansion of presidential might: As primary elections have replaced parties as the mechanism for selecting candidates, presidential aspirants have become more ambitious and driven, able to propel themselves to national attention rather than waiting for the party's call-in short, more motivated to attain power. Congressional acquiescence and delegation of responsibility to the president have provided opportunities for enlargement of executive power. And the expansion of the bureaucratic state has offered presidents the means to govern unilaterally, through executive orders, signing statements, and other administrative strategies.
As the war on terror raises new questions about presidential power, this book provides both a historical backdrop and an analytical lens for evaluating contemporary presidential politics.
